In USA Due to many wireless networks which are readily available at your disposal, Samsung has moved ahead to build phones which do not use Sim cards. the phone can only use wireless wifi to connect to the internet, or use a built-in carrier network in it say Verizon, AT&T etc.

How to Remove Your SIM Card from Your Galaxy Smartphone
(T-Mobile/AT&T models)

Next step is to call Verizon or Sprint’s customer service number and request that they completely disassociate your phone from your account. Inform them that you’ll be selling your phone on the second-hand market, and be sure that your phone’s MEID is clear for use on a different account. The carrier may require additional time to process your request—possibly until your next billing cycle—so be sure to get the official date of deactivation.

In conclusion, depending on what you want and the purpose of purchasing your Samsung phone, you have two type of phones to chose from, Sim card enabled phones or Non-sim card enabled phone by Samsung.
